The nudity was not the scandal — mythological nudes were everywhere — the scandal was that she was clearly a contemporary Parisian and entirely unembarrassed. Rejected by the Salon of 1863, it made Manet notorious.

Edouard Manet (1832-1883) stood between Realism and Impressionism and was claimed by both. He painted modern Parisian life with flat, frank brushwork that scandalised the Salon juries, and became the reluctant leader of the younger painters who admired him. He never exhibited with the Impressionists themselves.
